General Manager Job Description
Under the direction of the KVPOA Board President, the General Manager (GM) will plan, supervise, coordinate, and evaluate the operation, maintenance, repair, construction, and management of the facilities and grounds. This includes parking lots, townhouse units, common buildings, recreational facilities, and areas under the responsibility of the Association. The GM is responsible for recruiting, hiring, training and directing the work of staff employed by KVPOA or contractors engaged in tasks related to the operation, maintenance, and repair of Association assets.
Tasks Overseen by GM:
- Plan, organize, manage, and coordinate the operation and maintenance of the KVPOA’s infrastructure including, common buildings, parking lots, recreation facilities, open-space land, and other Association responsibilities such as decks, stairs, siding, and roofing of individual units.
- Recruit, hire, train, direct, and evaluate the work of subordinate employees, including:
- Employee schedules to meet workload demands;
- Reassignment of employees to meet deadlines and to balance workload among staff;
- Preparation of employee evaluations; and
- Management of seasonal construction, repair, and maintenance demands such as snow
removal.
- Ensure that work on KVPOA property is completed in a timely manner, performed to accepted construction standards and legal requirements, and that all appropriate safety practices are observed by KVPOA employees and contractors.
- Meet with fire, safety and regulatory inspectors to discuss possible hazards and corrections.
- Schedule work to minimize disruption to homeowners and guests, clearly communicate project timelines to homeowners, and provide project updates as needed.
- Negotiate with suppliers and contractors to obtain the best price for goods and services.
- Provide project management for contract projects, including:
- Development of project calendars;
- Coordination of materials and staff for large projects;
- Preparation of cost estimates;
- Ordering materials for major projects; and
- Inspection of contractor work to ensure that work is performed according to specifications and applicable safely standards.
- Manage concerns of homeowners, neighbors, and relevant regulatory enforcement agencies.
- Enforcement of KVPOA rules and regulations, including issuance of citations for infractions.
- Develop long range plans for major improvement and maintenance projects, to include periodic progress and other reports to the Board.
- Comply with annual and capital budget reporting requirements and work with the Board Treasurer to prepare budget documents and communicate any project delinquencies.
- Exercise excellent communication skills by phone, email and text with President, Board members, homeowners, and staff. It is expected that effective communication be a top priority and that emergency situations are handled in a timely manner.
Job Knowledge:
- Working knowledge of methods, practices, tools, equipment and materials used in facilities and infrastructure maintenance, repair and alteration;
- Working knowledge of principles and practices of supervision, including recruiting, hiring, scheduling, evaluating, coordinating and training of subordinate work force;
- Working knowledge of contract administration;
- Working knowledge of budgeting preparation and monitoring;
- Working knowledge of KVPOA By-Laws, CC&Rs, and Rules and Regulations;
- Working knowledge of standardized job sequences used in building construction and of information sources used in estimating material and labor costs;
- Working knowledge of Uniform Building Codes and safety rules and regulations such as CALOSHA and ADA requirements;
- Working knowledge of contract administration;
- Working knowledge of budgeting and report-writing software programs;
- Some knowledge of materials currently used in building construction; and
- Some knowledge of basic structural, mechanical and electrical engineering as applied to building structures and building systems construction.
Special Requirements:
• Possess and maintain a valid California Class C Driver’s license.
• Possession and maintenance of a valid California General Contractor’s License is preferred.
• Local knowledge of environmental and regulatory agencies is preferred.
